On the RW side, the D10 power is state power. The Union government's climate diplomacy rejects conditionality, CBAM and the JETP model (coded RW-CN, C = +1.82). The economic-nationalist bloc (SJM, Organiser) defends targeted Indian firms as national champions under "foreign attack".

Sangh-linked health bodies (Arogya Bharati, NMO, Sewa Bharati health projects) draw PSU CSR. ONGC gave about ₹668 cr in 2015-25 to 20 RSS-linked bodies (TNM, C). Christian health networks (CHAI: 3,626 institutions; CMAI) run on 61-62% foreign grants (audited). Both are coded LGT (E1 service).
